Citizen Plus Program

The Citizen Plus Program was a program created by First Citizen Brown and his wife Edna Strickland in the alternate timeline of 1986B. While the program's initial function was to straighten unruly individuals into upstanding citizens, Edna took it farther by controlling applicants with a wristwatch that turned wearers effectively into zombies. Activation of the code X:11 on the watch's digital display would place the user under her control. Biff Tannen, being the most unruly individual in all of Hill Valley, was the first to undergo "treatment". Every time he felt the urge to perform a bad deed, the sensor in the wristwatch would send an electrical impulse that would literally make him sick to his stomach, inducing vomiting.

Citizen Brown was unaware of this manipulation, and encountered Edna after Marty McFly followed Biff into the de-cycling bin. He commanded her to wait for him at home, but to his and Marty's surprise, he was arrested and detained.

Jennifer Parker would be the second to undergo the procedures after the many rules she broke.

The individuals who under go the procedure can revert to their true mentality if given enough exposure to their favorite, controversial interest. Biff snapped out of it after Marty showed him beer, porno, cigars and liscense plates (which reminds him of his car).
